The Western Governors University was founded in 1997 by 19 U.S. governors, including Washington State Governor Mike Lowry. Then, in 2011, the Washington State Legislature passed an act that established the first Washington nonprofit online university. The action created a partnership with the Western Governors University to establish WGU Washington, an online university that caters to the nontraditional student.
